The OINP Employer Job Offer streams provide pathways for employers in Ontario to nominate foreign workers and international students for permanent residence by offering full-time, permanent jobs in eligible occupations. There are three streams: Foreign Worker, International Student, and In-Demand Skills, each with specific eligibility criteria. Employers must meet business, revenue, employee, and recruitment requirements. A new Employer Portal launched on July 2, 2025, facilitates application submissions.

• The OINP Employer Job Offer streams enable Ontario employers to recruit foreign workers for full-time, permanent skilled positions.
• Streams include Foreign Worker (TEER 0-3 skilled occupations), International Student (TEER 0-3 skilled occupations with recent Canadian education), and In-Demand Skills (TEER 4-5 eligible occupations).
• Employers must meet eligibility criteria including business operation for 3+ years, revenue thresholds ($1M GTA, $500K outside GTA), and minimum full-time Canadian citizen or PR employees (5 in GTA, 3 outside GTA).
• Reasonable domestic recruitment efforts are required unless the applicant has a valid Ontario work permit or positive LMIA; recruitment by immigration representatives is not accepted.
• Job offers must be full-time (minimum 30 hours/week, 1560 hours/year), permanent, urgently necessary to the business, and not affect labour disputes.
• Eligible occupations vary by stream and are defined by TEER categories and specific NOC codes for In-Demand Skills.
• A new Employer Portal was introduced on July 2, 2025, for submitting applications and managing job offers under the Employer Job Offer streams.
