The OINP Employer Job Offer streams provide pathways for employers in Ontario to nominate eligible foreign workers and international students for permanent residence. The program includes three streams: Foreign Worker, International Student, and In-Demand Skills, each with specific job offer and applicant eligibility criteria. Employers must meet business, revenue, employee, and recruitment requirements. A new Employer Portal launched on July 2, 2025, facilitates application submissions.

• The OINP Employer Job Offer streams enable Ontario employers to recruit foreign workers for full-time, permanent skilled positions.
• Three streams exist: Foreign Worker (TEER 0-3 skilled occupations), International Student (TEER 0-3 skilled occupations with recent Canadian credentials), and In-Demand Skills (TEER 4-5 eligible occupations).
• Applicants must demonstrate relevant work experience, qualifications, or education depending on the stream.
• Employers must meet eligibility criteria including active business for 3+ years, Ontario business premises, revenue thresholds ($1M GTA, $500K outside GTA), and minimum full-time Canadian citizen or permanent resident employees (5 in GTA, 3 outside GTA).
• Reasonable domestic recruitment efforts are required unless the applicant holds a valid Ontario work permit or LMIA, except for the International Student stream.
• Job offers must be full-time (minimum 30 hours/week, 1560 hours/year), permanent (no end date), urgently necessary, and not affect labour disputes.
• A new Employer Portal was introduced on July 2, 2025, for submitting applications and job offer approvals under the Employer Job Offer streams.
