Receiving an attestation of learning about the democratic values and Québec values

Applicants to certain Québec immigration programs must demonstrate knowledge of Québec's democratic and human rights values by obtaining an attestation, valid for two years.

Summary

Since January 1, 2020, applicants to specific Québec immigration programs, including the Skilled Worker Selection Program and others, must obtain an attestation proving their knowledge of Québec's democratic values and the Charter of Human Rights and Freedoms. This requirement also applies to accompanying family members, with some exceptions. The attestation can be obtained online or by attending an Objectif Intégration session in Québec, with a 60-day deadline after the request. Failure to obtain the attestation within this timeframe results in application rejection.

Key points
  • After filing your application for permanent selection, you will receive a customized list of documents to support your application.
  • You will not receive this request if you and your family have already received your attestation.
  • Once your attestation has been received, it is valid for two years.
  • Applicants to the following programs must demonstrate knowledge of Québec's democratic values: Skilled Worker Selection Program, Regular Skilled Worker Program (since Nov 29, 2024, for accompanying persons), Québec Experience Program (since Nov 2025, for accompanying persons), Permanent immigration pilot programs for workers in food processing, orderlies, and AI/IT/visual effects sectors (from Jan 1, 2026, for accompanying persons), Entrepreneur Program, Self-Employed Worker Program, and Investor Program.
  • Accompanying family members must also demonstrate knowledge of Québec values, except dependent children under 18 and persons with permanent physical or cognitive disabilities preventing attestation.
  • Two ways to obtain the attestation: online or by attending the Objectif Intégration session in Québec.
  • If you and all accompanying family members have valid Canadian study or work permits, you may attend the Objectif Intégration session before applying or complete the online assessment after application.
  • You have 60 days to obtain the attestation after receiving the request; failure results in application rejection.
  • If only you have a valid study permit but accompanying family members do not, family members must obtain their attestations within 60 days after the request, via online assessment or Objectif Intégration session.
  • If neither you nor accompanying family members have valid study or work permits, you must first complete the online assessment with up to two attempts; if unsuccessful, choose a third attempt or attend Objectif Intégration session (not both).
